The ocean is a global commons — vast, largely invisible, and historically managed as an open-access resource available to whoever has the means to exploit it. This model has led to the dramatic depletion of fish stocks, widespread habitat destruction, and the loss of biodiversity across much of the ocean. Marine Protected Areas (MPAs) represent a fundamentally different approach: designating specific parts of the ocean for protection, limiting or excluding certain human activities to allow ecosystems to recover and thrive.
What Is a Marine Protected Area?
The International Union for Conservation of Nature (IUCN) defines a Marine Protected Area as a clearly defined geographical space, recognised, dedicated, and managed through legal or other effective means, to achieve the long-term conservation of nature with associated ecosystem services and cultural values. MPAs range from fully “no-take” marine reserves — where all extractive activities are prohibited — to multiple-use areas where some fishing and other activities are permitted under regulation.
Australia’s Marine Park Network
Australia manages one of the world’s largest networks of marine parks, covering approximately 3.3 million square kilometres of ocean. The Commonwealth Marine Reserve network includes reserves around the entire Australian coastline and offshore territories, while state and territory governments manage additional networks in coastal waters. The Great Barrier Reef Marine Park, established in 1975 and covering over 340,000 square kilometres, is one of the most significant marine conservation areas in the world.
The Evidence for Protection
A robust and growing body of scientific evidence demonstrates that well-designed, well-enforced MPAs deliver significant conservation benefits. Within protected areas, fish biomass, species diversity, and average organism size increase over time. Spillover effects — where the reproductive success within the MPA sustains populations in surrounding fishing areas — have been documented in multiple locations. Protection of habitat-forming species such as corals and shellfish enables the recovery of the structural complexity that supports broader biodiversity.
Challenges in MPA Effectiveness
The creation of an MPA on paper does not guarantee conservation outcomes. “Paper parks” — protected areas that exist in legislation but receive inadequate management, enforcement, or monitoring — are a recognised problem globally. Community engagement and the meaningful involvement of traditional custodians and local fishing communities in MPA design and governance are increasingly understood as prerequisites for effective, durable protection.
The 30×30 Goal
The Kunming-Montreal Global Biodiversity Framework, agreed at the Convention on Biological Diversity’s COP15 in 2022, set a target of protecting 30 percent of the world’s oceans by 2030. Australia has committed to this target. Achieving it while ensuring that protected areas are genuinely effective — and that the people and communities who depend on the ocean are engaged and supported — represents a major governance and management challenge for the decade ahead.
