For most of human history, the ocean’s abundance seemed limitless. Fish were there to be caught, and the sea would always provide more. The industrialisation of fishing in the 20th century shattered that assumption. With factory trawlers, sonar, GPS, and fine-mesh nets capable of sweeping millions of tonnes of fish from the sea each year, humanity has pushed many of the world’s fish stocks to the brink. Understanding the scale of this problem — and what genuine recovery looks like — is essential for anyone committed to ocean stewardship.
The State of Global Fisheries
The United Nations Food and Agriculture Organisation (FAO) regularly assesses the status of global fish stocks. Its most recent assessments indicate that approximately 35 percent of commercial fish stocks are being fished at biologically unsustainable levels — a figure that has risen steadily over recent decades. A further 57 percent are being fished at maximum sustainable yield. Only around 8 percent have room for increased harvest. For iconic species including bluefin tuna, orange roughy, and several shark species, the situation is critical.
The Causes of Overfishing
Overfishing results from a combination of factors: excess fishing capacity, government subsidies that incentivise continued fishing even when stocks are depleted, inadequate monitoring and enforcement, illegal and unreported fishing, and in some cases political resistance to scientifically recommended catch limits. Bycatch — the unintentional capture of non-target species including seabirds, sea turtles, sharks, and juvenile fish — compounds the problem by depleting populations that are never even counted in catch statistics.
Recovery Is Possible
The scientific evidence clearly demonstrates that fish populations can recover when given the opportunity. In regions where meaningful management has been implemented — including parts of the United States, Norway, and Iceland — stocks have rebuilt significantly. Australia’s Commonwealth fisheries have shown genuine improvement in recent decades following reforms to fisheries management, with several previously overfished species now assessed as recovering. The key ingredients for recovery are political will, science-based catch limits, effective enforcement, and patience.
Habitat Restoration as a Complement to Fisheries Management
Fish populations cannot recover if the habitats they depend on remain degraded. Spawning grounds, nursery areas, and feeding habitats — many of them associated with reef and structured benthic environments — must be present and healthy to support the recovery of target species. Habitat restoration using engineered substrates, including oyster reefs and artificial reef structures designed with appropriate biological characteristics, can meaningfully accelerate the recovery of degraded systems and enhance the benefits of reduced fishing pressure.
Consumer Power and Certification
Consumer choices have a genuine role to play in supporting sustainable fisheries. Certification schemes including the Marine Stewardship Council (MSC) label provide a mechanism for fisheries that meet sustainability criteria to be recognised and rewarded in the marketplace. While certification is not without its critics, directing consumer spending toward sustainably managed fisheries creates economic incentives for better practice across the industry.
